No, in order for a claim to be valid the engineer must be dispatched by the coverbaloo claims team. Please contact them using the number in your policy documents as soon as you discover the emergency and they will assist you. Their lines are open 24/7. If you dispatch your own engineer, then you will be liable for their payment and will not be able to recover this from your policy.
